Atal was born on October 24, 1966, in Jammu & Kashmir. He belongs to the Pandit community in Kashmir. Before enrolling in the Indian Institute of Technology (IIT) Delhi to pursue a Bachelor of Technology (B.Tech) in Civil Engineering, he completed his education in Jammu & Kashmir. In the 1984 All India Engineering Entrance Examination (AIEEE), Atal placed ninth, demonstrating his exceptional academic standing. Additionally, he received a gold award for academic distinction from IIT Delhi.

Professional life and Career

After passing the civil services exam on his first attempt, Dulloo joined the IAS in 1989. Assigned to the Jammu and Kashmir cadre, he started his career as an Assistant Commissioner in Srinagar. In the state administration, he later held positions as Principal Secretary of Finance, Deputy Commissioner of Anantnag, Director of Industries and Commerce, Secretary of Tourism and Culture, Commissioner of Commercial Taxes, and Financial Commissioner of Health and Medical Education. Atal also served as a deputation member of the central government for a while. He held positions as Director of Census Operations in Jammu and Kashmir, Joint Secretary of Agriculture and Cooperation in the Ministry of Agriculture, and Secretary of Border Management in the Ministry of Home Affairs.
