According to the police report, a man told authorities that his two sons, an 11-year-old and a 6-year-old, had called him and told him that their mother, Sheila Marie Riggie, was physically abusing them and their 11-year-old cousin.

Around 7:30 p.m., an officer responded to a home in the 3000 block of NW 41st St. The boys’ father stated that he had to save the boys after they claimed Riggie threatened to cut their throats. The man said to police that Riggie has a drinking problem and beats, bites, and chokes the boys. He stated that things were getting worse and that he had filed a report with DHS the week before, but nothing was done.
Previous history of abuse
Neighbors told News9 that they heard noises ‘from time to time,’ but that they had never suspected any abuse. According to neighbor Teejay Adams,’ No not at all, we heard commotion, but we weren’t thinking it was to that extent. From the stuff, we have been hearing there is a limit and I feel like they passed that.’
According to the police report, the boys had visible injuries. One of the boys had a swollen eye and a cut on his back and chest, and he told cops that Riggie tried to stab him with a screwdriver.
The bite mark on the other child’s cheek and forehead was visible. ‘Riggie punched, kicked, bit them, and threw knives at them,’ according to the police report. Oklahoma City Police arrested the mother and booked her into the Oklahoma County Jail.
MSgt. Gary Knight with OCPD said ‘All three children were turned over to the father as part of being taken into protective custody.’ It’s unclear why the government agency to which the father had previously complained did not intervene, or what treatment the mother would be forced to undergo in order to address her apparent alcoholism.
