Lionel Messi has yet to make his debut in the MLS with Inter Miami, but his presence has the potential to trigger a significant change in league regulations moving forward.

The Argentine is set to make his MLS debut against New York Red Bulls in the upcoming weekend, and speculations are rife that his arrival could be followed by a significant regulatory shift across the league.
According to the Athletic, various MLS executives believe that in order to fully harness Messi‘s impact in a manner even more substantial than when David Beckham joined LA Galaxy in 2007, teams need to be granted “increased flexibility” in terms of expenditure on player acquisitions and wages.
Under the current rules, each of the 29 teams is allowed to have only three designated players who can earn more than the league’s salary cap.
At Inter Miami, Messi falls into the designated player category alongside Sergio Busquets and Leonardo Campana. On the team, Jordi Alba, earning an annual salary of $1.65 million, was signed through the use of targeted allocation money (TAM), which permits teams to sign players earning more than the league’s maximum salary, with each franchise having access to $2.8 million.
Deliberations regarding potential changes to roster rules occurred during the MLS board of governors meeting in Washington, D.C. in June.
Todd Durbin, a league executive, compiled a presentation for this purpose and some league leaders are of the opinion that adjustments are necessary to capitalize on the acquisition of Messi, widely regarded as one of the greatest players in history.
