Honolulu Mayor Rick Blangiardi will deliver his second annual State of the City address at 11 a.m. today.
Blangiardi is expected to discuss the city’s top priorities, which include homelessness, affordable housing and police funding.
Budgets for public safety and infrastructure projects are also prime concerns, Blangiardi said at a City Council meeting last week.
